Plivo Inc. was founded in 2011, is headquartered in Austin, Texas, and runs engineering from Bengaluru, India. Its about page claims profitability since 2015 and over a billion API requests a month. Coverage differs by layer: 190+ countries for messaging, 150+ for AI agents, and numbers in 80+ countries per the docs, not the 50+ older reviews quote.

Who Is Plivo Best Suited For?

  • Plivo suits a team with engineers that wants cheaper telecom underneath something it's building. Twilio migrations are the clearest fit: Plivo publishes migration guides for voice and messaging, and its XML call control is close enough to TwiML to make porting realistic.

How Does Plivo Work?

Plivo works in three layers:

  • Carrier network: SIP trunks and phone numbers.
  • API suite: Programmable voice and messaging built on that network.
  • AI agent platform: Voice agents sitting on top of both.

You can buy any layer on its own, which is why one company sells both raw trunking and an agent builder.

One correction before you read older comparisons: PHLO, Plivo's visual no-code workflow builder, has been retired.
Several review pages still score Plivo on it, and at least one benchmark site still lists it as a current feature.

  • Developers stream audio over a WebSocket, where Plivo claims sub-300ms latency, or connect over SIP and build their own pipeline. This is the layer a product team uses to put AI voice agents inside a SaaS product rather than beside it. Everyone else uses AI Agent Studio and "Vibe Agent", which turns a plain-English description into an agent for voice, chat, SMS and WhatsApp.
  • The stack underneath is bring-your-own. Plivo's AI agents page says "Bring your own STT, TTS, and LLM, or use ours," meaning speech-to-text, text-to-speech and the large language model, and it names Pipecat, LiveKit, Deepgram, ElevenLabs, Cartesia, OpenAI, Gemini, Vapi and Sarvam. Plivo's Enterprise tier starts at $1,000 per month, adding 190+ country coverage, SMS, WhatsApp and Verify, short codes, volume discounts, custom concurrency, a business associate agreement (BAA) and single sign-on (SSO).

Most pages still call Plivo pure usage-based with no plans. That stopped being true. We keep a separate Plivo pricing breakdown as well; every figure here was read directly from Plivo's own pages on the date given beside it.

Two corrections. Inbound SMS is not free; it costs the same $0.0077 as outbound.
And WhatsApp bills per message now, so any guide quoting $0.090 per conversation describes a retired model.
Budget for speech recognition at $0.08 a minute, seven times the cost of the minute it transcribes.

What Actually Lands on the Plivo Invoice?

US carrier surcharges ruin forecasts, and Plivo publishes them:

  • $0.0035 per outbound long-code message on AT&T,
  • $0.0045 on T-Mobile
  • $0.0050 on US Cellular
This adds 45% to 65% to the $0.0077 base. Take a month of 50,000 US SMS, 10,000 Voice API minutes, five numbers, and recording on every call.

That's 38% to 53% above the rate card, plus $19.50 of one-time 10DLC registration and vetting in month one. Those surcharges are pass-through carrier fees, identical on Twilio, so they're the cost of US A2P messaging, not Plivo markup. The gap between rate card and invoice is the whole reason evaluating VoIP pricing means pricing the surcharges, not the base rate.

One cost nobody else covers: Plivo's docs set monthly thresholds of under 20% abandoned and under 20% short-duration calls on US outbound, stating that calls above them incur per-call surcharges, with much higher abandonment triggering an account review.

What Happens at Plivo's $2,500 Tier Cliff?

The cost story that belongs to Plivo alone is the gap between its tiers. Self-serve stops at $2,500 of monthly usage, 2 requests per second, and 50 concurrent calls, and the docs say higher CPS needs Enterprise. The next step starts at $1,000 a month, so clearing the ceiling means a contract, not a bigger invoice.

An inconsistency worth knowing before you budget:

Plivo's pricing lists SMS & Verify API and WhatsApp API as "Available in Enterprise plan only (starts at $1,000/month)", while Plivo's SMS pricing still shows self-serve pay-as-you-go rates. Plivo's pages disagree, and for an SMS-only deployment that gap is $12,000 a year.

Our recommendation: Get the rates in writing in advance.

Plivo gives you $10 in free credits with no credit card required and no expiry date. That's enough to build and test an integration, not to pilot a campaign.

  • Plivo wins on voice minutes, number rental, and voice add-ons.
  • On SMS the advantage is thin, and thinner once you add the identical surcharges: $0.0077 plus $0.0045 is $0.0122 on Plivo against $0.0128 on Twilio, so a 7% gap becomes about 4.7% on the invoice.

Run the earlier basket through both and Plivo comes to $727.50 against Twilio's $810.75, a saving of $83.25 a month or about 10.3%. Real money, and a long way from the "30 to 50% cheaper" aggregators repeat. Neither vendor publishes volume discounts, so heavy users should expect the gap to move.

SIP trunking flips the answer:

Twilio's Elastic SIP Trunking termination starts lower and includes unlimited concurrency, where Plivo tier-gates it at 50.

Both are network-group minimums, so price your own destination mix.

Plivo's own trunking calculator, dated "rates as of May 2026", shows Twilio 81% higher over 200,000 minutes, which can't be reconciled with Twilio's published trunking rates and appears to benchmark Programmable Voice instead.

  • Plivo keeps at least two local carriers in every country it serves, documents failover in under two seconds, and runs a public status page with a 90-day uptime view. As a call quality management baseline that is more than most vendors document; what's missing is the contractual half.

One correction, because this figure is everywhere:

Plivo's published SLA covers support response times, not service availability, and carries no service credits.

It defines support packages and Priority 1/2/3 handling, with no availability percentage anywhere in it.

Plivo's marketing cites 99.99% uptime, and the widely repeated "99.95% SLA" appears nowhere on their website, though third-party benchmark pages still print it as fact.

If a contractual uptime guarantee is a procurement requirement, raise it with sales.

Is Plivo Secure? Compliance and Data Privacy

Plivo's security page lists SOC 2 with annual independent audit, PCI DSS Level 1, GDPR compliance, EU-U.S. Data Privacy Framework participation, a BAA on request for HIPAA and HITECH, and a completed CSA STAR Level 1 self-assessment, which is Plivo's own assessment, not an audit.

Two things are missing:

1. No ISO certification of any kind is listed, so treat any table claiming ISO 27001 for Plivo as unverified.

2. The HIPAA BAA sits with the Enterprise tier, alongside SSO.

Controls are conventional and documented: TLS 1.2+ in transit, AES-256 at rest, annual penetration testing, tenant separation, MFA and 24/7 priority-one incident response. Between them they answer most of the common VoIP security risks a buyer should be asking about. IP whitelisting lives in the docs, not on the security page. Compliance tooling covers STIR/SHAKEN, SMS data redaction, 10DLC registration APIs and an India data region.

Worth weighing against the AI agent layer:
The same 2025 Stack Overflow survey found 87% of developers are concerned about AI accuracy and 81% about data security and privacy. Route conversations through a bring-your-own-model pipeline and those concerns follow your model choice, not Plivo's certifications.

The commercial side should give you pause, and the Trustpilot profile is where that shows. The self-serve tier ends at $2,500 a month and the next starts at $1,000, so your pricing has a cliff in it. Pay-as-you-go covers two countries. The SLA everyone cites as 99.95% doesn't say what people think it says. None of that makes Plivo a bad buy; it makes it one to model past your first year, not your first invoice, the same way you'd model what call center software costs per seat before signing.
